Allow contacts to participate in multiple outreach sequences

What changed

Jobin outreach automation now supports configurable assignment rules for contacts who are already active in another sequence. Recruiters can choose whether a sequence should skip those contacts or permit additional concurrent outreach, giving teams more control over overlapping recruitment campaigns.
